Constitution & Rules

(Amended 1st December 2022)

TITLE

The club shall be called The Heckington and District Bowls Club

AIMS & OBJECTIVES

Heckington & District Bowls Club is a charity, number 1133746. The charity objects are: The promotion of community participation in health recreation of the inhabitants of Heckington and surrounding area by the provision of facilities for playing bowls.

MEMBERSHIP

Full adult membership & Junior Membership are available for any age groups

New members may join at any period of the year. A reduced membership fee shall be agreed by the committee for those joining after 1st July.

The full membership fees and junior membership fees for the following year will be determined at the Annual General Meeting.

Membership fees will be paid to the Honorary Treasurer by 31st May.

Resignations shall be in writing to the Honorary Secretary.

The committee will submit their proposals for Honorary Life Membership at each Annual General Meeting for the approval of the club. Honorary Members will be exempt from paying the membership fee.

Life Membership Criteria:-

Must have been a member of the club for at least 15 years and held office or carried out important functions for at least 5 years

Proposals for life membership must be made and seconded by current members.

Election of Life Membership can only be made at an A.G.M. and must be approved by two thirds majority of those present.

Heckington & District Bowls Club fully accepts its legal and moral obligations to exercise its duty of care and to protect all children (and vulnerable adults) participating in its activities and to safeguard their welfare.

CONSTITUTION

There shall be a President who will be appointed by the management committee. The President will serve for life or until a voluntary resignation.

There shall be an Honorary Chairman, Honorary Vice- Chairman, Honorary Secretary, Honorary Treasurer, Honorary Match Secretary and Green Committee which shall be formed from members and Clubhouse manager.

The affairs of the club shall be managed by a committee consisting of these members , all to be elected at the A.G.M and to serve in such office for one year, commencing immediately on election.

Four members of the committee, two of whom must be trustees, shall constitute a Quorum and the committee shall have the power to co-opt and appoint such sub-committees as may be necessary.

All payments by cheque will require two of the four authorised signatures, i.e. Chairman, Vice-Chairman, Secretary or Treasurer. At least 2 of the Management Committee should have online access to the accounts.

The three trustees of the club, for legal purposes shall be the Chairman, Secretary and Treasurer.

Members of the Club whose conduct is inappropriate or who decline to abide by the Club rules may be expelled and their subscriptions forfeited.

If any member has a complaint or dispute which they cannot resolve, they should inform the committee who will investigate the complaint and will respond back to the member.

ALTERATIONS TO THE CONSTITUTION

Any proposed alterations to the Club Constitution may only be considered at an Annual or Special General Meeting convened with the written notice of the proposal. Such amendments must be proposed by a member of the Club and seconded by another member. These amendments shall be passed, if supported, by not less than two-thirds of members present, assuming that a quorum has been achieved.

Twelve full members are required to be present at an Annual or Special General Meeting to constitute a quorum.

DISSOLUTION

If, at any General Meeting of the Club, a resolution be passed for the dissolution of the Club, the Secretary shall immediately convene a Special Meeting of the Club to be held not less than one month later to discuss and vote on the resolution.

If, at the Special General Meeting, a resolution be passed calling for the dissolution of the Club, the Secretary shall immediately convene a Special Meeting of the Club to be held not less than one month later to discuss and vote on the resolution.

If, at that Special General Meeting, the resolution by at least two-thirds of the members present at the meeting, the Club Committee shall, thereupon, or at a date as shall have been specified in the resolution, proceed to realise the assets of the club and discharge the debts and liabilities.

After discharging all these debts and liabilities, the remaining assets shall be given or transferred to some other voluntary organisation having similar objectives to those of the Club.

MEETINGS

An Annual General Meeting shall be held after the end of season each year. The agenda, and if necessary, voting paper, will be sent to members by the Honorary Secretary one week prior to the date of the meeting.

The Honorary Secretary shall call a Special General Meeting on the written request of not less than eight members.

Voting at meetings shall be by a show of hands or ballot, if so determined. In the event of an equal division of votes the Honorary Chairman of the meeting shall have a casting vote.

A Pre-Season meeting will be called by the Honorary Secretary before the start of the playing season.

ACCOUNTS

The receipts/payments accounts of the period to the end of September each year shall be prepared and presented by the Honorary Treasurer at the Annual General Meeting

CLUB FACILITIES

The Bowling Green Maintenance Committee will advise the club committee of the work required and may call upon external advice with the approval of the club committee.

The Bowling Green Maintenance Committee will be elected at the Annual General Meeting and will be assisted by other appointed members.

The Bowling Green Maintenance Committee from time to time may call upon members to assist in the tasks encountered.

The Bowling Green Maintenance Committee will maintain a written record of all the work carried out on the green and shall consult the Management Committee in respect of expenditure to be incurred.

The Clubhouse Manager will have control of the maintenance of the Clubhouse and supply of all consumables. He/she can call upon other members to assist in these tasks.

RULES

The game will be played under the rules of the English Bowling Federation, a copy of which will be available to members for reference in the Clubhouse.

On certain occasion the game may be played under the English Bowling Association rules as approved by the Club Committee.

CONDUCT

All members are requested to observe the following:

True sportsmanship when the rules appear inadequate.

Good behaviour on and off the green.

Extend courtesy to opponents.

Do not distract a player ready to bowl by moving about their line of vision, both on and off the green.

Do not run on the green as this can cause damage to the playing surface.

CLUB COMPETITIONS

Various internal club competitions are held during the season, the clubhouse notice board will display the entry lists, time and dates. Members are encouraged to enter as many as possible.
